The Public Policy and Legal Studies Program Area serves as the strategic backbone of our organization, dedicated to bridging the gap between academic research, grassroots realities and evidence-based governance.
With a firm commitment to strengthening the institutional fabric of public service, this Program Area undertakes comprehensive policy research, legislative analysis and programme evaluations that inform decision-making at local, regional and national levels,with focus on various Sustainable Development Goals(SDGs)
Our work is rooted in the conviction that robust institutions and well-crafted policies are the cornerstones for achieving of Sustainable Development Goals(SDGs), social equity and effective service delivery.
By examining complex socio-economic challenges through a multidisciplinary lens, we generate actionable insights that empower governments, civil society organizations and community-based institutions to design and implement innovative, contextually relevant and forward-looking policies.

Building Institutions for 21st-Century Governance
A core focus of this Program Area is institutional capacity building. We work closely with Panchayati Raj institutions, Urban Local Bodies, government line departments and cooperative societies to enhance structural efficiency and governance systems.
Through training programmes, workshops, consultative dialogues and institutional assessments, we equip public functionaries and community leaders with the skills required to navigate evolving administrative challenges.

This collaborative ecosystem facilitates cross-learning, resource sharing and adaptation of global best practices to local contexts.
Through regular publications, seminars and policy dialogues, we create platforms for policymakers, practitioners, academics and civil society to deliberate on pressing developmental issues and co-create solutions. CED regularly conduct dialogue with experts/policy-decision makers and community through its Kerala Environment Congress, Odisha Environment Congress, Telangana Environment Congress and Indian Environment Congress and also through various sectorwise Conclaves and Seminar workshops
